ASSUMPTION CITY COUNCIL MEETING
Wednesday, May 5th, 2021
Meeting called to order at 7:00 p.m. at the Bromwell Lodge by Mayor Roger Cox who led the Pledge of Allegiance.
Roll call was answered by Aldermen Sue Burgess, Barb Coughlin, Derek Page, Selena Reed, Kandy Smith and Melody Stuart. Also present were Mayor Roger Cox, Attorney Jordan Klein, Treasurer Debbie Damery, Water Supt Jack Duncan and City Clerk Janet Waller.
Present in the audience were Joe Cochran, Mackenzie Cochran and children, Bennie & Barb Davidson, Mark Bingham from Chastain & Associates, Bob Bantner, Renee Oldham, Marilyn Ashinhurst, Taylor Vidmar from the Golden Prairie News and Shana Sloan.
Attorney Jordan Klein led in the Oath of Office for all the newly elected officials.
Council Member Burgess, seconded by Council Member Cochran, made a motion to approve the minutes of the April 7, 2021 Council Meeting. Motion carried with Alderman Coughlin, Page, Reed, Stuart, Burgess and Cochran voting aye and 0 nays.
Council Member Coughlin, seconded by Council Member Page, made a motion to approve payment of bills as they appear on Warrant Sheets. Motion carried with Alderman Page, Burgess, Stuart, Cochran, Coughlin and Reed voting aye and 0 nays.

Resolution 2021-4 was presented to the council to utilize TIF funds for the Assumption Public Library. Council Member Page, seconded by Council Member Burgess, made the motion to approve Resolution 2021-4 for a redevelopment agreement with the Assumption Public Library utilizing TIF funds. Alderman Stuart, Reed, Page, Coughlin, Cochran and Burgess voting aye and 0 nays.
The contract with the Assumption Public Library was presented. Council Member Burgess, seconded by Council Member Cochran, made the motion to approve the TIF contract with the Assumption Public Library. Alderman Reed, Cochran, Burgess, Page, Coughlin, and Stuart voting aye and 0 nays.
The council reviewed the Façade application by Splinters and Sawdust. Council Member Page, seconded by Council Member Cochran, made a motion to approve the Façade Application by Splinters and Sawdust for reimbursement up to the maximum amount of $2,500. Alderman Reed, Stuart, Cochran, Page, Coughlin and Burgess voting aye and 0 nays.
The Motor Fuel Tax resolution for $65,000.00 was presented to the council. Council Member Burgess, seconded by Council Member Reed, made a motion to approve Resolution 2021-5 for $65,000.00 for the Motor Fuel Tax. Alderman Coughlin, Page, Burgess, Reed, Cochran and Stuart voting aye and 0 nays.
The council discussed having an automatic timer put on the new bathrooms at the Park. Council Member Page, seconded by Council Member Burgess, made a motion to approve an automatic timer from Wareham Security from the Vanscyckle Park Fund. Alderman Cochran, Burgess, Coughlin, Page, Reed and Stuart voting aye and 0 nays.
The council discussed a quote of $3,100 for the park bathroom partitions. The council choose to table the partitions until there is a better price and would like to know the number of partitions needed. The partitions will be paid for from the Vansyckle Park Fund.
Mayor Cox discussed Little George and asked John Holthaus to submit a price to clean the outlet of Little George. Council Member Cochran, seconded by Council Member Coughlin, made a motion to approve $3,800 to clean the outlet for Little George to be paid out of the General Fund. Alderman Reed, Coughlin, Stuart, Page, Burgess and Cochran voting aye and 0 nays.
The cost of the Sanitary Sewer Disbursement for Petersburg Plumbing was $199,102.91 and engineering fees were $13,515.29 for a total of $212,618.20. Mark Bingham from Chastain and Associates updated the council on the Sanitary Sewer Project Phase 1. Landscaping and road repair will be done in the near future. August is the targeted completion date of the project.
Water Project Phase 1 continues to work on watermains with lead services being replaced. Nitrate vessels will be delivered in the near future.
Water Project Phase 2 for the new water plant was submitted to Congressman Rodney Davis in hopes of receiving funding.
Sanitary Sewer Project Phase 2 in 2022 will begin construction for the northwest side of the City for new sewers.

Public Comments:
The public were concerned with a manhole at the corner of Kemmerer and East Illinois Street that was not level with the ground.
The public questioned about why the football field was not put on the agenda and wanted to know the plan for the football field. JFL is scheduled to start July 1, 2021. The public would like the football field put on the agenda for further discussion. A fundraiser was suggested to help pay for the repair of the football field.
The public would like the heavy equipment operators to slow down while working on
the Sanitary Sewer Project.
The public addressed the council about flooding in their yard and concerns regarding a farmer that has farmed into the edge that has taken out the ditch.
The Knotty Pine would like to have a car show on June 12 at 1 pm and would like roads blocked off. Farmers Market is also scheduled for that day.
